ESA vs. Service vs. Behaviour vs. Dog Walking
Yes. In-fact dog's can have many different jobs. Police dogs which can fight off threats, bomb sniffing dogs who sniff out lethal weapons, therapy dogs who show affection and calming presence, and lastly service dogs which by definition means any dog that is individually trained to do work or perform tasks for the benefit of an individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disabilities.
Emotional Support Dogs
An emotional support dog provides comfort in the form of affection and companionship. An emotional support dog does not need to perform a certain task because you do not take them out to public places. They are meant to care for you at home and listen to different things that you need help with. An example would be following you around the house or sleeping with you on your bed.

Service Dogs
A service dog is a dog that works for one handler that assists with their disability. There is no final test for service dogs, as your dog is continually practicing the task's it is to preform. There are many websites out there with minimal checklists to acquire a service dog certificate but do not prove your dog is well behaved at all. This then greatly affects the way the system works by people starting to use it as an advantage to get into places with their dog which would normally not be allowed. It can take at least 6 months or even longer than a year to train a service dog.

A service dog is allowed to accompany its handler anywhere in public. Planes, restaurants, malls, hotels, etc. Business' legally cannot deny the entry of a service dog while it is with its handler.
